Background and Discussion:
The Federal Emergency Management Agency (FEMA) Public Assistance Program provides assistance to state and local governments for the response to and recovery from major disasters or emergencies declared by the President. The program also provides assistance for hazard mitigation measures to protect damaged facilities from future incidents.
Hurricane Beryl was declared on July 9, 2024, for all categories of work (A-G) for the incident period of July 5, 2024 - July 9, 2024. The Texas Division of Emergency Management (TDEM) is the recipient (grantee), and Harris County and Harris County Flood Control District are subrecipients (subgrantees). The subrecipient agreement is attached, and upon approval, Human Resources & Risk Management (HRRM) will sign and submit to TDEM for Harris County and Harris County Flood Control District.
Expected Impact:
HRRM will continue to work with the County’s disaster recovery consultant and County departments to obtain documentation and submit to FEMA for 75% reimbursement of eligible expenses.
Alternative Options:
The County could choose not to accept the grant funds and let the General Fund, PIC Fund, and Flood Control District Fund absorb the disaster related expenses.
