Background and Discussion:

Following the acceptance of newly constructed subdivision infrastructure, Harris County assumes responsibility for ongoing upkeep and functionality. To address issues that may arise after transfer of ownership, such as deficiencies not identified during final inspection or unexpected maintenance needs, the County utilizes an on-call contract for the repair and maintenance of existing subdivision infrastructure on a countywide basis. This approach allows the County to respond efficiently to a range of minor repairs and maintenance concerns without the need for a standalone project request for each occurrence.

Expected Impact:

The on-call contract enables timely identification and correction of infrastructure issues, helping preserve the integrity and performance of subdivision assets. By addressing repairs as they arise, the County can maintain safe and reliable conditions for residents while extending the lifespan of public infrastructure. Work is performed on an as-needed basis, allowing flexibility in prioritizing and addressing maintenance concerns within available funding.

Alternative Options:

Without the use of an on-call contract, the County would need to pursue individual procurements or rely on other available contracts for each repair need. This could result in delays, reduced responsiveness, and potentially higher administrative and construction costs.
