The Harris-Galveston Subsidence District regulates groundwater withdrawal throughout Harris and Galveston counties for the purpose of preventing land subsidence, which leads to increased flooding. Harris County Commissioners Court appoints a total of 3 Directors to the Board of the Subsidence District, with each seat representing agriculture, industry, and a Municipal Utility District (MUD), respectively.
