Background and Discussion:

It is recommended that the Flood Control District be authorized to submit a full grant application through a Federal Emergency Management Agency (FEMA) Flood Mitigation Assistance (FMA) Grant seeking funding for design and construction of Gulf Bank South Phase 1 Stormwater Detention Basin and Channel Improvements.

The proposed P118-00-00 Gulf Bank South Basin Phase 1 is part of the first phase of the Harris County Disaster Recovery Mandatory Buyout Program that is being funded by CDBG-DR Funds and are expected to be complete before construction begins. The Gulf Bank South Basin Phase 1 includes approximately 120 acre-feet of storage within a proposed 16-acre site between Gulf Bank Road and Halls Bayou. The channel improvements are approximately 500 linear feet along Halls Bayou.

Expected Impact:

The Gulf Bank South Phase 1 project is expected to benefit approximately 200 structures, 0.5 miles of roadway and 17 acres of land to be no longer inundated during 100-year Pre-Atlas 14 storm events.

The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternative is to not to apply for the grant funding, wherein existing flooding risks remain in place, or the project will need to be funded with local funding.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
