Background and Discussion:
On September 19, 2023, Commissioners Court approved the allocation of $93,596 in General Funds and accompanying resolutions to provide Harris County grants to seven (7) eligible agencies to qualify for the Fiscal Year 2024 Texans Feeding Texans Home-Delivered Meal (HDM) grant award through the Texas Department of Agriculture (TDA). The total grant awards were $181,105, consisting of $93,596 in General Funds supplemented with $87,509 in Community Development Block Grant Funds. The resolutions stipulated that County funds will be used between the term of October 1, 2024, through September 30, 2025. The Texas Department of Agriculture Texans Feeding Texans: Home Delivered Meal Grant Program requires that agencies receive funding between one of the four allowable date ranges to ensure that matching funds are expended before the start of a new TDA contract that begins every year on February 1st. Harris County must revise the date range on the County Resolutions for allowance of County matching funds to be expended beginning on February 1, 2024, and ending on January 31, 2025.

Alternative Options:
There are no alternatives. Subrecipients will not receive their TDA funding for FY2025, if FY2024 grant terms are not revised to allow ability to expend funds within the allowable County timeframes.
