Request Summary (Agenda Caption):

title

Request for approval to submit amendments to the City of Houston’s Major Thoroughfare and Freeway Plan (MTFP) for throughfares within Harris County Precinct 3 and the City’s Extraterritorial Jurisdiction.

end

Background and Discussion:

The City of Houston receives amendment requests to the MTFP annually and approves them through the Planning Commission and the City Council. The Office of the County Engineer as per the request from Harris County Precinct 3 is proposing to submit the listed amendments to address portions of Major Thoroughfares that either conflict with Precinct 3’s plans, such as a drainage and floodplain issues or segments that may not be constructed due to other constraints.

The following list shows the proposed thoroughfare amendments to the City of Houston’s MTFP:

•                     Mueschke Road from Mound Road to N. Bridgeland Lake Parkway - Removal

•                     Northpointe Boulevard from Grant Road to Shaw Road - Realignment

•                     Cypress North Houston from Queenston Blvd. to US 290 - Removal

•                     Cypress North Houston from Perry Road to FM 1960 - Removal

•                     Solon Road from FM 1960 to North Gessner - Reclassify to a Collector

•                     West Greens Road from Gessner Drive to Mills Road - Removal

Additional information on the letters describing the justifications for the amendments, applications, and maps are included in the attachments.

Expected Impact:

The proposed amendments will allow for feasible, efficient, and safe future thoroughfare construction, minimizing floodplain impacts and drainage issues; and provide information to property owners, adjacent residents, and businesses on the alignment of planned major thoroughfares.

Alternative Options:

If the MTFP amendments are not approved for submittal to the City of Houston, higher roadway costs may be incurred for extensive drainage improvements for future roadway improvements. Many property owners along proposed alignments may be limited in the use of their property because of potential right-of-way acquisition.
