Background and Discussion:

The Harris County Fire Marshal’s Offices is taking proactive steps to support continuity of operations along with anticipation of increased service demand during FIFA World Cup activities in unincorporated Harris County.  In order to reduce the potential impacts of compensatory time accrual for both exempt and non-exempt employees, HCFMO is requesting to utilize existing budget to pay Z-time for approved activities that are properly documented on an ICS 214 and with supervisor approval.  Examples of impacts are:

•                     Investigations Bureau:

o                     Cover comp time accrual due to inability to maintain 100% staffing even during "long weeks" in which they would normally burn comp time.

o                     Enhanced staffing to support July 4th Task Force operations.

•                     Prevention Bureau:

o                     Zone 2 FIFA Task Force (4 personnel per day) - responding to overcrowding complaints, pop-up special events, and other concerns.

o                     Any Firework stand inspections after normal business hours or on the weekend due to staffing shift to support the Zone 2 Task Force.

o                     Enhanced staffing to support July 4th Task Force operations.

•                     HazMat Bureau:

o                     Cost for "upstaffing" 1 person per day (24-hour shift) to balance staffing between east-side and west-side locations.

•                     Operations & Technical Services Bureau:

o                     Any FIFA nexus event requiring support, UAS operations, and/or PIO support.

o                     Enhanced staffing to support July 4th Task Force operations.

o                     Support of EOC operations on game days.

•                     Protective Services Bureau:

o                     EPU increased services for principal engagement in FIFA events.

o                     Support of EOC operations on game days.

Expected Impact:

Ensure the delivery of services without impacts of compensatory time accrual thus requiring future impacts to reduce amount.

Alternative Options:

Allow for normal comp-time accrual and have to reduce service ability following FIFA World Cup to recover accrued amounts.
