Background and Discussion:

The location of the work is in the Western Homes Subdivision is in the Halls Bayou Watershed. The proposed improvements include installation of new storm sewer system, roadway paving, driveway paving, widening and regrading of existing roadside ditches, and detention pond improvements.

The change in contract includes the following:

•                     PCO #9 - Swapping proposed 12” RCP with trench drain -Field conditions led to installing trench drain instead of 12" RCPs called out on plans. There is enough underrunning on 12" RCP (line item #40), therefore no funding increase is necessary to extend the existing line item #38 by 36 LF. Extended the existing line item #38 by 36 LF, deducted from existing line item #40 by 91.75 LF. Added $0.00 and 2 days.

•                     PCO #10 -Added driveway on Stirrup Street - A driveway was added due to existing field conditions on Stirrup Street thereby potentially overrunning trench drain and concrete driveway line items #38 and #29 respectively. There is enough underrunning on line item #7 - pipe removal and disposal, which will remain unutilized for the remaining project and so the funds from this line item (#7) are being transferred to potentially overrunning line items (#38 and #29). Added 20 LF of trench drains, 10 SY of reinforced concrete driveway and deducted 200.76 LF under the pipe removal and disposal. 2 days are being added for the extra work. Added $0.00 and 2 days.

•                     PCO #11 - Swapped 14 Asphalt Driveways with reinforced concrete driveways - There are 14 existing asphalt driveways called out on plans to have trench drains, however, due to constructability issues with the installation of asphalt and potentially damaging trench drains. It was decided to install concrete driveways at these locations. A total of 890 SY of asphalt driveways are being changed to concrete there by extending existing line item #29 for concrete driveways by adding 890 SY , deducting 92.5 Tons from line item #30 -2 in HMA surface course, deducting 890 SY from line item #33 - 6 inch crushed base for driveway, deducting 267 Gal from line item #34 - Prime coat, deducting 133.5 Gal from line item #35 - Tack coat and deducting 563.5 LF from line item #7 - Remove and dispose all pipes to balance out the dollars needed for the change. Added $0.00 and 0 days.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This change in contract is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the City of Houston homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 2601 Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to staffing anticipated.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the original scope of work.
