Request by the Office of Management and Budget for approval to self-insure the bond requirements in lieu of purchasing bonds for certain Harris County employees in accordance with Sections 82.002(b) and 83.008(b) of the Texas Local Government Code.

Background and Discussion:
Section 82.002 of the Texas Local Government Code requires the County Clerk to execute one or more surety bonds to cover each deputy clerk or other employee. In lieu of the County Clerk obtaining a bond, the statute allows the County to self-insure against losses that would have been covered by the bond.
In addition, Section 83.008 of the Texas Local Government requires the County Treasurer to execute bonds to cover an assistant treasurer, deputy treasurer, and all other employees of the office. In lieu of the County Treasurer obtaining a bond, the County may self-insure against losses that would have been covered by the bond.
It is recommended to self-insure the bond requirements under Sections 82.002 and 83.008 of the Texas Local Government Code effective January 1, 2025. Upon approval, the order will be kept and recorded by the County Clerk.
