Background and Discussion:

The Flood Control District is evaluating the design of a pilot project to establish stormwater detention basin on the former Bear Creek Golf Course within the Addicks Reservoir on land owned by the United States Army Corps of Engineers and leased by Harris County. An archeological survey is required over the project area to determine if any cultural or archeological resources are present that need to be avoided in the proposed detention basin design. The United States Army Corps of Engineers is granting a no-cost 6-month temporary right of entry to the Flood Control District to perform the archeological survey. The right-of-entry agreement needs to be executed by the County Judge and certified by the County Attorney’s Office.

Expected Impact:

The agreement will be signed by Harris County and then the United States Army Corps of Engineers allowing the archeological survey to proceed by the Flood Control District.

Alternative Options:

There are no alternative options that allow the required archeological survey to be performed. If the survey is not completed, then the Pilot project will not be allowed to proceed.
