Request by Human Resources and Talent for approval for Commissioners Court to authorize approximately fourteen Harris County Sheriff’s Office employees to receive overtime pay in lieu of earning compensatory time for the additional work duties directly related to working the Harris County Employee 5K on September 27, 2025 at Commissioner Precinct 1’s Tom Bass Park.

Background and Discussion:

Since 2014 the Benefits & Wellness division of Human Resources and Talent has coordinated the employee 5K event in partnership with the four commissioner precincts. The annual event brings employees, retirees and their families and friends together to walk or run at one of the County’s many beautiful and unique parks. This year Commissioner Precinct 1’s Tom Bass Park will play host to the event with an anticipated in-person turnout of 2,500+ race participants. County departments, partners and benefits will host booths during the event to engage attendees with information and services beneficial to their health and overall wellbeing.

A portion of the racecourse utilizes Fellows Road which is outside of the park and will be closed to the public for the duration of the event. In consultation with the Sheriff’s Office, approximately fourteen deputies will be assigned to manage the road closure, direct traffic and provide racecourse security and safety before, during and immediately following the event on September 27, 2025. Since the event is held on a Saturday, the assigned HCSO employees will work beyond their regularly scheduled hours.

Expected Impact:

With an anticipated attendance of over 2,500+ registered race participants, partnering with the Sheriff’s Office to provide racecourse security and management will help ensure the safety of all those that attend.

Overtime pay incurred by Sheriff’s Office employees working this event will be reimbursed by the Health Insurance Fund (5401).
