Request Summary (Agenda Caption):
title
Request by the Flood Control District for approval to submit an application to the Texas Water Development Board for grant funds in the amount of $787,500, with a required match of $262,500, for the Federal Emergency Management Agency Fiscal Year 2024 Flood Mitigation Assistance Grant Program (Greens Bayou Mid-Reach Phase 2 Implementation Project Scoping, Greens Bayou Watershed, Bond ID C-20, Precincts 1 and 2).
end
Background and Discussion:
It is recommended that the Flood Control District be authorized to apply for grant award funds from the Flood Mitigation Assistance (FMA) to fund the project in the Greens Bayou Watershed. FMA funding is available annually through funding allocation from the US Congress. The proposed project in Greens Bayou will fund a refinement of the previously completed PER that will provide a phasing and implementation plan as well as benefit-cost analyses that will better position the construction project for future grant funding. The Flood Control District plans to source the required local cash match ($262,500) from the Bond Program.
Expected Impact:
This grant would fund a refinement of the previously completed PER that will provide a phasing and implementation plan as well as benefit-cost analyses for future phases which will better position the construction project for future grant funding. The Flood Control District expects that once constructed, this project will reduce the Atlas-14 100-year floodplain and lower the water surface elevation for the structures in the floodplain in the Greens Bayou area by creating conveyance for the stormwater detention basins in the area.
The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.
Alternative Options:
The alternative is to not apply for the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
County Strategic Plan Objective: H: Improve the condition and resilience of County transportation, flood control, and other infrastructure.
