Background and Discussion:

The purpose of this transmittal is to request the acceptance of the summary of scope changes since the Preliminary Engineering Report (PER) titled Halls Bayou, Hardy West Stormwater Detention Basin (SWDB) and Channel Improvements Unit No. P118-00-00 to continue with the full implementation of the project. This project is generally located along Halls Bayou between West Hardy Road and Airline Drive approximately 1.5 miles in northern Harris County. The purpose of this project is to improve drainage conditions along HCFCD Unit No. P118-00-00 (Halls Bayou) within the project location and to mitigate flood risks in the study area. The project started under the leadership of Lockwood, Andrews, & Newnman (LAN) with the Engineer of Record being Woolpert where the project had reach 90% completion. The leadership was then changed from LAN to Quiddity, under the direction of the HCFCD project management team. Multiple questions arose through these changes which led to the discovery of overstated storage volume that had to be revised, reduced or added leading to Right of Way (ROW) and project boundary updates that bring up land acquisition risks. Furthermore, the project requires Invasive Right of Entry (ROE) across several parcels to advance environment tasks adding additional risks to the schedule of the project.

 

Expected Impact:

Changes in scope and risks identified are expected to impact cost and schedule. Key drivers include additional topographic surveys, design change order development, including level-of-effort adjustments and negotiation time, revisions to plans, specification, and estimates (PS&E), additional hydrology and hydraulics (H&H) analysis and updates, additional preparation of metes and bounds descriptions for newly added tracts, re-evaluation of CDBG benefit calculations to reflect updated project limits and storage, revisions to the environmental study boundary, including additional due diligence and clearance efforts. These items will require coordination across multiple teams and may extend project timelines if not addressed proactively
