Background and Discussion:

Pine Trails Subdivision is in Northeast Harris County, Texas, Precinct 2 (redistricted from Precinct 1). The subdivision consists of approximately 525 acres and 1,800 homes. The residents have experienced structural flooding during several recent flood events. Approximately 264 homes were reported to have flooded during Hurricane Harvey. The purpose of this project is to reduce flooding for homes within the subdivision. The proposed solution includes upgrading storm sewers and adding 3 detention ponds. This contract includes construction services for the Phase 3 and 4 construction phases.

The change in contract is needed to reconcile the overrunning line items and adding new line item to the contract. Below is a summary of changes:

•                     The increase of quantities on installation of line Items (item # 8, 12, 28, 36, 44, 58, 124, 127 and 128) for an addition in the amount of $239,656.10.

•                     Added new line Item # 164 - Additional redwood headers in the pavement for an additional cost in the amount of $9,240.00.

•                     This will result in a total addition in the amount of $248,896.10 and 0 days.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Pine Trails Subdivision.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
