title
Request by the Flood Control District for approval to submit an application to the U.S. Environmental Protection Agency for grant funds in the amount of $1,750,000, with a required cash match of $437,500, for the FY 2024 Clean Water State and Tribal Assistance Grant Program (Goose Creek Watershed, Bond ID F-120, Project ID O100-00-00-E003, Precinct 2).
end
Background and Discussion:
It is recommended that the Flood Control District be authorized to apply for grant award funds from the Environmental Protection Agency (EPA) Fiscal Year 2024 Clean Water STAG (Congressionally Directed) Grant Program to fund the construction of the Goose Creek Channel Conveyance Improvements Project (O100-00-00-E003) in the Goose Creek Watershed. The proposed O100-00-00-E003 Goose Creek Channel Conveyance Improvements project will further reduce flood risk in the Goose Creek Watershed. The Flood Control District plans to source the required local cash match ($437,500) from the Bond Program. Federal appropriations funding for this award was secured by Representative Dan Crenshaw, Texas Congressional District 2.
Expected Impact:
The proposed Goose Creek Channel Conveyance Improvements project will further reduce flood risk in the Goose Creek Watershed. The Flood Control District expects that this project will reduce the Atlas-14 100-year floodplain by 3,350 acres, removing approximately 1600 structures from the floodplain and, removing approximately 17 miles of roadway from the floodplain. The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.
Alternative Options:
The alternative is to not to apply for the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
