Request Summary (Agenda Caption):
title
Request for approval to utilize a CMAR (Construction Manager-at-Risk) delivery method for Precinct -4 Emergency Generators Installation and the Purchasing Agent be authorized to issue a Request for Qualifications (RFQ) and administer the selection of the Construction Manager based on reputation and quality. Once selected, the CMAR would assist the Architect of Record with constructability, value engineering, and cost estimates, and all phases of work under the CMAR will be publicly bid and the bidding process will be overseen by the Purchasing Agent and their office, UPIN 24104MF3MH01, Precinct 4.

Background and Discussion:
This project will install full-facility backup generators for a minimum of 32 critical facilities (estimated at 8 facilities per precinct). It will involve design, procurement, related site electrical upgrades and infrastructure, constructing and installing equipment, and fencing to protect generators. By adding backup power sources to the facilities, Harris County will ensure continued service to the residents of Harris County during power outages and provide much-needed warming centers and disaster shelters during major events. We expect to start the project by Q4 FY24 and complete by Q1 FY27.
Key tasks involved in this project include the design and construction of equipment foundation structures, upgrading the related electrical systems to accommodate the generators, installing ATS and Direct Connect Equipment, setting equipment on foundation structures, making electrical tie-ins, trenching, running conduit, and running wiring, and supporting services, systems, and equipment needed for each site. When the project is complete, we expect to have systems that will ensure uninterrupted power supply to the facilities, allowing continued use of the facility in the event of a power outage. The equipment installed will provide enough electrical generation to fully operate the facilities, instantaneously upon sensing the power drop from utility suppliers. We expect to start the project by Q4 FY24 and complete the first batch of smaller facility generators completing by Q4 FY2025 with the largest generators coming online by Q4 FY2026.
Phase 2 will be addressed in a future investment memo. It will include additional facilities and generator installation and upgrades. The full scope of Phase 2 will be assessed by the Harris County Engineering Department (HCED) during Phase 1.
Expected Impact:
Advertisement of the CMAR will allow the County to have a General Contractor under contract to work with the county during the design phases to help manage the budget, schedule, and the help procure long-lead items that will be needed to meet the demands of the future.
Alternative Options:
The alternative would be to not use a CMAR that would aid the county with long-lead
items, constructability reviews, value engineering and cost estimating services. This would likely lengthen the
completion schedule.
