Request Summary (Agenda Caption):
title
Request by Public Health Services for approval of a Lease Agreement between Harris County and Harris County Emergency Services District No. 11 for the lease of space at the building located at 18334 Stuebner Airline Road, Spring, TX 77379 for Public Health Services’ Holistic Assistance Response Team.
end
Background and Discussion:
Harris County Public Health’s Community Health and Violence Prevention Services (CHVPS) Division requests approval of a lease agreement to establish a field-based operational facility for the Holistic Assistance Response Team (HART). HART provides a public health-centered response to non-emergent, non-violent calls involving behavioral health, social service, and quality-of-life concerns. HART currently deploys from its administrative headquarters at 1111 Fannin Street. While suitable for administrative functions, the location requires personnel to travel significant distances before reaching their assigned service areas. The proposed facility will serve as a deployment hub for HART personnel, vehicles, equipment, and operational resources, positioning teams closer to the communities they serve. Approval of this lease agreement will improve HART’s operational efficiency by reducing travel time between the deployment site and service areas, increasing staff availability for field response, and enhancing service delivery to Harris County residents. The facility will support daily operations by providing space for vehicle staging, equipment storage, shift briefings, and operational coordination. Relocating HART operations closer to the service area aligns with Harris County’s commitment to expanding access to community-based crisis response services, improving response efficiency, and connecting residents to appropriate care and resources.
Expected Impact:
This request will improve HART's ability to serve Harris County residents by reducing deployment times, increasing staff availability for field response, and enhancing operational efficiency. Locating HART closer to its service area will strengthen access to timely, community-based crisis response and support continued program growth.
Alternative Options:
Maintain HART operations at the current administrative headquarters located at 1111 Fannin Street. While this option would avoid the cost of a new lease, it would require continued deployment from a location outside the primary service area, resulting in increased travel time, reduced field availability, and decreased operational efficiency.
