title
Request for approval of an amendment to the Memorandum of Agreement with The National Foundation for the Centers for Disease Control and Prevention, Inc., to include Attachment A: 30802002 for the purpose of supporting staffing for the Harris County Public Health (HCPH) Substance Use Prevention Program.
end
Background and Discussion:
The National Foundation for the Centers for Disease Control and Prevention (CDC Foundation) and Harris County Public Health (HCPH) hereby enter into this Master MOA to support public health workforce staffing through the HCPH Substance Use Prevention Program. Under Attachment A: 30802002, “Capacity Building for the Overdose Response Strategy,” this agreement establishes a formal framework for technical assistance from the Overdose Response Strategy (ORS). This MOA will fund two positions - a Toxicologist and a Program Implementation Specialist - through the CDC Foundation. These positions will be housed at HCPH, which will serve as the site lead, and will support activities of the Overdose Fatality Review Board (OFRB), which operates under the CDC’s Overdose Data to Action (OD2A) grant. By leveraging technical assistance from ORS, these staff members will enhance HCPH’s capacity to respond to the overdose crisis by providing data-driven analysis, programmatic support, and coordination with key stakeholders. Their work will ensure that local overdose prevention efforts are strategic, evidence-based, and effectively implemented across Harris County.
Expected Impact:
Approval of this MOA will strengthen Harris County Public Health’s capacity to collaborate with public safety and first responder partners, enhancing coordinated efforts to address the overdose crisis. By leveraging technical assistance from the Overdose Response Strategy (ORS), our public health analysts and practice coordinators will be better equipped to implement data-driven prevention strategies, respond effectively to local overdose incidents, and support evidence-based interventions. These partnerships and enhanced capabilities will contribute to more effective community overdose prevention, improved coordination among stakeholders, and ultimately, a reduction in overdose-related morbidity and mortality across Harris County.
Alternative Options:
Without executing this MOA, Harris County may face challenges in strengthening multi-sector collaborations essential for overdose prevention. The Overdose Fatality Review Board would continue its work reviewing deaths and identifying gaps, but the lack of formal partnerships could hinder timely implementation of actionable recommendations and limit the overall impact of prevention strategies.
