Request Summary (Agenda Caption):
title
Request by Public Health Services for approval of a subrecipient agreement with Santa Maria Hostel Inc. in the amount of $279,316 to support activities that focus on reducing overdose deaths for the Overdose Data to Action grant program.
end
Background and Discussion:
Santa Maria Hostel Inc. was selected based on the surveillance data highlighting significant increases in youth substance use and overdose rates in Harris County, particularly among Black non-Hispanic youth and females who saw the most dramatic spikes, while White non-Hispanic youth had the highest death rates. Santa Maria Hostel Inc., leading provider of gender-specific SUD treatment in Texas, supports under-resourced communities and offers a comprehensive range of services, including residential detox, outpatient treatment, MAT, and supportive wraparound services. With a strong track record, Santa Maria Hostel Inc. served over 10,000 individuals in 2023 and collaborates with over 60 community organizations.
Expected Impact:
Strengthening linkages to care, harm reduction, and stigma reduction within Harris County are chief tasks of the Overdose Data to Action grant. The approval of this subaward will allow HCPH to accomplish these tasks by provide funding to Santa Maria Hostel Inc to support and engage vulnerable communities in the targeted zip codes to reduce stigma, connect resources, and improve health outcomes.
Alternative Options:
Court could choose not to accept the contract award which may interrupt overdose preventions and harm reduction services to the residents of Harris County and staffing to support grant activities.
