Background and Discussion:

In 2022 Harris County passed the Climate Action Plan with goals 3.1.1 and 3.1.2 aimed at reducing County’s greenhouse emissions through the clean fleet expansion and installing EV Charging Infrastructure. Based on a 2024 Harris County Fleet analysis, electrifying 40% of County's light-duty vehicles would reduce more than 8,900 metric tons of CO2 on a yearly basis.  Key to this is the establishing of a robust charging network for county fleet.

Expected Impact:

This purchase will standardize the EVSE infrastructure, ensuring consistent access controls, power distribution, reporting capabilities, and open protocols to support future HCUS IT innovation opportunities. It will enhance safety by implementing the highest industry standards, mitigating risks associated with lower-quality generic units. Additionally, it will generate significant cost savings, allowing Harris County to pay only 2 to 4 cents per mile for energy compared to 9 to 12 cents per mile for public charging or 13 to 20 cents per mile for gasoline.

For a vehicle driven 15,000 miles annually, this translates to savings of $1,500 to $2,100 per year. The investment covers 25 units, with each unit ultimately supporting 7 to 10 vehicles

Alternative Options:

County will pay 2 to 4 cents per mile and reduce tail pipe emissions to zero.

Alternative (1) County pays 9 to 12cents per mile with zero emissions via public charging.

Alternative (2) County continues to pay 13 to 20 cents per mile with emissions of 5 to 15MT CO2 per vehicle per year and we do not achieve our CAP goals. (current state)

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.

County Strategic Plan Objective: T: Reduce GHG emissions from County operations by 40% by 2030.
