Background and Discussion:

The Strategic Prevention Framework - Partnerships for Success for Communities and Tribes Program supports the development and delivery of community-based substance misuse prevention and mental health promotion services to reduce the onset and progression of substance misuse. The program is intended to expand and strengthen the capacity of local community prevention providers to implement evidence-based prevention programs. Harris County Public Health seeks commissioners court approval to formally submit an application for this funding opportunity.

Expected Impact:

By receiving SPF-PFS funds, HCPH will be able to utilize data to shape the development and implementation of evidence-based strategies to prevent the misuse of substances in underserved sub-populations of the county. This funding will expand the capacity of HCPH’s Community Health and Wellness Division and local prevention providers to implement evidence-based programs aligned with HCPH’s Health Protection Goal 2.1, enhancing efforts to prevent, control, and respond to public health threats. Planned activities include conducting needs assessments, implementing prevention strategies, engaging community partners, and evaluating outcomes to advance health equity across Harris County.

Alternative Options:

The court could choose not to approve HCPH’s request to apply to the SPF-PFS grant, given the potential political or social controversies surrounding substance use prevention programs. However, denying the request would risk critical funding that could support essential prevention services in Harris County limiting access to vital programing to help reduce substance misuse and improve community health outcomes, especially for vulnerable populations.
