Background and Discussion:

In response to the destruction wrought by Hurricane Harvey that underscored critical shortages in Harris County’s inventory of affordable homes, Harris County’s Single-Family New Construction Program (SFNCP) matches individuals and families with opportunities to purchase new affordable homes in growing developments throughout the county. Task Order 6: includes construction of roadways and sidewalks, Installation of sanitary sewer and storm systems, Pavement improvements, Construction of a lift station and detention ponds.

This change order is tied to PCO -13: The southeast curb ramp at Whistlestop and Aldus Grove failed TDLR inspection due to missing landings at the top of each ramp section.  The original modified Type 3 curb ramp plan details were unclear regarding landings. To comply with ADA and TDLR standards, the existing ramp and sidewalk will be removed and replaced with a new ramp featuring 5 ft × 5 ft landings.  This change is necessary due to unclear original design details, requiring field adjustments and additional construction to meet regulatory requirements.

As a result, a Change Order was proposed to add $8,101,97 to the project cost with no additional days to contract time.  This represents approximately 0.20% of the total project budget.

Expected Impact:

The changes enable adding new item quantities to the contract, ensuring the project aligns with its originally intended objectives.  This change order adds $8,101.97 to the project contract amount, with no additional days.

Alternative Options:

No alternative options: If no action is taken, the roadway and other infrastructure constructions will not be completed, and the ADA curb ramp will not pass TDLR inspection.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
