Background and Discussion:
This policy document addresses the administration and implementation of the Ryan White Ending the HIV Epidemic Program (EHE). It describes the mutually agreed upon roles and responsibilities of both RWGA and the Harris County Public Health HIV Prevention Program Subrecipient and include the grant funding, monitoring, compliance, client services, and deliverables. The Subrecipient will coordinate the activities and actions related to the delivery of Rapid Start services for eligible clients in accordance with this MOU.
Expected Impact:
Without approval of the EHE Memorandum of Understanding between the Ryan White Grant Administration and Harris County Public Health’s HIV Prevention Program, coordination between HIV prevention and care services would remain fragmented. Individuals who test positive through HCPH HIV Prevention Program could experience delays in being linked to Ryan White-funded care, increasing the risk of disengagement and poorer health outcomes. The absence of a formal agreement would limit data sharing, weaken accountability, and reduce the efficiency of federal EHE resources, ultimately slowing progress toward Harris County’s goal of reducing new HIV infections and ending the HIV epidemic.
