title
Request by the Flood Control District for approval to accept an amendment to an agreement with the Texas Division of Emergency Management to extend the grant end date to September 12, 2026 for the Federal Emergency Management Agency Legislative Pre-Disaster Mitigation - East TC Jester Stormwater Detention Basin Project (Cypress Creek Watershed, Bond ID Z-02, Project ID K500-23-00-E003, Precinct 3).
end
Background and Discussion:
It is recommended that the Flood Control District be authorized to accept an amendment to the Federal Emergency Management Agency Legislative Pre-Disaster Mitigation (FEMA LPDM) Grant Award for the East TC Jester Stormwater Detention Basin project. This grant funding is available specifically for this project in the FY22 Federal Budget and was submitted by US Congressman Dan Crenshaw, representing the 2nd District of Texas.
This grant amendment will extend the period of performance by one year to 9/12/2026 and continue to provide financial and technical assistance to the District for the East TC Jester Stormwater Detention Basin project. The amendment extends the period of performance by 365 days with no change in funding.
Expected Impact:
This grant will continue to fund the East TC Jester stormwater detention basin project through construction. The goal of this project is to construct stormwater detention on the main stem of Cypress Creek, which will work to reduce flooding risks and damages during heavy rain events by safely storing excess stormwater and slowly releasing it back to the creek when the threat of flooding has passed. The project works in conjunction with several channel improvements and stormwater detention projects to provide flood risk benefits to residents in the Cypress Creek Watershed. The Flood Control District will utilize its resources and applicable consultants during the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.
Alternative Options:
The alternative is to not to accept the grant amendment, wherein awarded unused grant funding would be returned to FEMA and projects lose funding.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
