Background and Discussion:
Commissioners Court on January 10, 2023 approved an updated Toll Setting Policy, Toll Invoicing Policy and Collections Policy. The Toll Setting Policy established new toll rates for image-based transactions, refined the vehicle classification structure and corresponding toll rates, and provided guidelines for future rate adjustments. This updated Toll Setting Policy is being revised to address Commissioners Court request to lower the proposed tolls by providing a 10% discount for 2-axle EZ Tag account holders.
Expected Impact:
Approval of this policy will enable HCTRA to efficiently implement toll rates that reflect the current system operations. It is anticipated that this updated policy will encourage EZ Tag usage; thereby reducing revenue leakage while covering the cost of toll collection.
