Background and Discussion:

Request for approval of a new interlocal agreement with the Trail of the Lakes Municipal Utility District (TOL-MUD) for the construction and maintenance of an 8-foot wide public hike and bike trail along the west side of HCFCD Unit P130-02-00 from Rankin Road to the confluence with P130-02-04, and on the west side of HCFCD Unit P130-02-04 from the confluence with P130-02-00 to approximately 300 feet downstream of Will Clayton Parkway, and on the south side of HCFCD Unit P530-01-00 from Woodland Hills Drive to Apple Hollow Lane.  The total combined length of the proposed trail is approximately 6,130 feet (1.16 miles).  This project will provide recreational amenities and improve community connectivity and access to outdoor spaces.  (Greens Bayou Watershed, Agreement No. 1563)

Expected Impact:

By entering into a hike and bike trail agreement, it will allow the TOLMUD to construct sidewalks and features for the enjoyment of the community.  It also reduces maintenance responsibilities for the Flood Control District as TOLMUD will be responsible for the vegetation management in the agreement area.

Alternative Options:

If this interlocal agreement is not executed, TOLMUD will not be able to construct the proposed trail, causing the corridor to remain undeveloped and limiting its potential as a public amenity.
