Background and Discussion:
The project consists of installing a water distribution system to serve Olana Drive. in Precinct 2 of Harris County. The water distribution system includes the installation of waterline along Olana Drive, water service connections to existing residences and the decommissioning of existing wells. Over all 88 Connection Expected is completed
This change in contract includes:
PCO#3 - The requested time extension is justified due to factors beyond the contractor's control, including delayed resident responsiveness, ongoing processing of water meter connection and well abandonment applications by EAMD, and required reviews and approvals by the City of Houston Impact Fee Administration and Permitting departments. While the physical scope of work is substantially complete, additional time is necessary to allow residents to complete required payments, for final application clearances to be issued, and for meters to be ordered and delivered, which may take up to four (4) weeks after payment. These administrative and coordination delays have impacted the project schedule and necessitate a time extension of 48 calendar days to achieve full project completion in accordance with the project objectives.

This action allows for the completion of the project as designed and accommodate service connections of the community residents.
