title

Request for approval to create a Flood Control Maintenance Fund (proposed Fund 2891) to improve the financial management of non-payroll flood risk reduction infrastructure maintenance, vegetation management and other services.

Background and Discussion:

The Flood Control District is requesting the creation of a dedicated Flood Control Maintenance Fund (proposed Fund 2891) to improve the financial management of non-payroll flood control infrastructure maintenance, vegetation management and other services.

Maintaining flood risk reduction infrastructure is a crucial part of the Flood Control District’s mission. In the current state, flood control maintenance is primarily funded through the Flood Control District’s Operating & Maintenance General Fund (Fund 2890). However, allocated budgets in Fund 2890 do not carry forward from fiscal year to fiscal year, which results in a structural end-of-fiscal-year surplus that ranges from 10-15% of the Flood Control District’s annual budget. Creation of this fund (proposed Fund 2891) will enable the Flood Control District to better manage its annual budget and better maintain its portfolio of over $5 billion in flood control assets.

Expected Impact:

The creation of a Flood Control District Maintenance Fund will enable the Flood Control District to better deploy its annual budgets for maintenance activities in Fiscal Year 2025 and beyond, versus structurally preventing the spending of 10-15% of the Flood Control District annual budget each year.

Alternative Options:

If no action is taken, in future fiscal years the Flood Control District will not be able to carry forward critical infrastructure maintenance funding.
