title

Request by the Office of the County Engineer for approval to submit an application to the U.S. Department of Transportation via the Houston-Galveston Area Council for grant funds in the amount of $6,800,000, with a local match of $1,700,000, for the FY 2023 H-GAC Carryover Spend Down Projects for Precinct 3 Traffic Signal Rebuild Projects.

Background and Discussion:

Due to delays of transportation projects programmed in the H-GAC’s Transportation Improvement Program (TIP), the H-GAC has significant carryover balances that need to be addressed to prevent the potential loss of federal funds allocated to the region. While there is no immediate risk of federal funds expiring until 2025, most of the carryover involves Congestion Mitigation Air Quality (CMAQ) funds (Category 5) and Surface Transportation Block Grant (STBG) program funds (Category 7).

In January 2023, the Transportation Policy Council (TPC) approved its Project Selection Process, which included a commitment for Metropolitan Planning Organization (MPO) staff to evaluate proposed projects for their readiness to be let by August 2026. This was done to mitigate the risk of federal funds lapsing. The process involved screening projects for readiness and alignment with the TPC’s goals and priorities. MPO staff requested local governments to submit projects to meet readiness criteria and alignment with TPC’s goals.

The proposed application includes Traffic Signal Rebuild Projects on two corridors for a total project cost of $8,500,000 comprising of $6,800,000 federal funds and $1,700,000 of local match from Precinct 3.

Expected Impact:

The submission of Traffic Signal Rebuilds through the FY-2023 H-GAC Carryover Spend Down grant allows Harris County Precinct 3 to improve sidewalks, enhancing pedestrian safety and connectivity. These projects aim to reduce pedestrian fatalities along the Vision Zero High Injury Network.

Alternative Options:

To not apply for the FY-2023 H-GAC Carryover Spend Down grant funding opportunity, the project may have to be implemented using full local funding.
