Background and Discussion:

Harris County residents have experienced an increase in stress, mental health crises, substance use-related

deaths, suicides, and more due to the COVID-19 pandemic. To begin mitigating these impacts, Harris County

approved eleven Behavioral Health awards funded through American Rescue Plan Act (ARPA). These programs

invest in programs in the following categories:

• Behavioral health workforce programs

• Counseling for youth & families

• Substance use disorder treatment

In June 2023, Commissioners Court approved a request from Harris County Public Health to transfer oversight

functions and contracts for these projects to the Office of County Administration. The attached amendments

update all references to Harris County Public Health to Harris County Office of County Administration,

including contact information for notices.

Expected Impact:

Allow for full payment of submitted invoices ensuring vendor is reimbursed for all indirect costs associated with efforts to mitigate pandemic impacts on behavioral health for Harris County residents.

Alternative Options:

If the amendment is not approved, vendor will experience financial strain due to inability to obtain full payment on submitted invoices.

Alignment with Goal(s):

_ Justice and Safety

_ Economic Opportunity

_ Housing

x_ Public Health

_ Transportation

_ Flooding

_ Environment
