Background and Discussion:

On June 4, 2024, the Commissioners Court authorized the solicitation of professional services for engineering design services to develop PS&E packages for safety improvements along the toll road system including intersections as part of the Barrier-Free Program. This will provide feasibility studies and engineering design for safety improvements at various locations Countywide in Harris County, Texas.

As part of the implementation of the Barrier-Free HCTRA Program, professional services are needed to implement the safety improvement projects along the toll road system including 72 of the intersections identified in the 2022 Active Transportation Study for Intersection Safety Strategies. This document evaluates crash data at 134 intersections and recommended safety improvements to assist in protecting pedestrians and bicyclists.

The Study and Design Phases will adhere to the following (but not limited to other standards or guidelines as applicable): Harris County Engineering Department (HCED), City of Houston (COH), Texas Department of Transportation (TxDOT), AASHTO Guide for Development of Bicycle Facilities design guidelines, and FHWA Bikeway Selection Guide.
