Background and Discussion:
This agreement will provide engineering services for design and construction of Phase 2 of the Genoa Red Bluff stormwater detention basins. The proposed Genoa Red Bluff stormwater detention basins are located within the Armand Bayou watershed along Spring Gully. The site is partially located within the City of Pasadena. The proposed basins are intended to mitigate the future channel improvements from the City of La Porte’s Brookglen Regional Plan. Phase 1 construction has been completed under project B509-03-00-E001.
This project occurs in the 3rd quartile under the 2022 Prioritization Framework approved by Commissioners Court.
Expected Impact:
This project seeks to reduce flood risks and strengthen resiliency in the Armand Bayou Watershed by alleviating property and structural damages to the adjacent communities. The project potentially provides up to 1,352-ac-ft of detention along B109-00-00 with reduced flooding for 523 structures, 6.4 miles of roadway and 215 sq-ft of floodplain area under a 100-yr storm event. It will also reduce the financial impact of recovery costs to Harris County and the federal flood insurance program.
Alternative Options:
The alternative would be to select another firm for this assignment which would result in significant delays in completing this project.

_ Economic Opportunity
_ Housing
_ Public Health
