title
Request for approval of an award on the basis of low bid to DVL Enterprises, LLC in the amount of $2,529,680 for minor repairs for White Oak Bayou (2026) for the Flood Control District, and for the County Clerk to execute any applicable bonds to be received (260098), MWBE Contracted Goal: 14.92%.

Background and Discussion:
The 2026 White Oak Bayou Minor Repairs includes only concrete sideslope or bottom shelf channel lining repair sites. There are 168 repair sites. The project limits are from upstream of Yale to Cole Creek (E117-00-00). These repairs address deficiencies within the Federal Section of White Oak Bayou. Repair sites were not included downstream of Yale because the channel is not accessible due to the TXDOT project for the IH-45 to I-10 connector. HCFCD received four (4) responsive bids on April 27, 2026 for this project. The recommendation is to award the project to the lowest responsible bidder, DVL Enterprises, LLC.
Expected Impact:
Improving the concrete channel lining of White Oak Bayou will safeguard the conveyance capacity of the
channel for the watershed.
Alternative Options:
The “Do nothing” option or choosing not to improve the Federal Reach of White Oak Bayou risks
increased flooding to the watershed. Choosing to postpone the repairs may allow storm events to
enlarge the deficiencies and channel failures. These failures can block the conveyance of flow which
causes backwater flooding. Flooding is a cost to both the public and government entities.
