Background and Discussion:

Due to the COVID-19 pandemic, the traditional Continuum of Care (CoC) NOFA competition for Fiscal Year 2020 was canceled. Instead, the U.S. Department of Housing and Urban Development (HUD) elected to renew the majority of existing Continuum of Care (CoC) programs. On January 29, 2021, HUD announced the list of F2020 CoC Renewal Projects and, Harris County’s Northline project was included for a total award of $964,570.

 

On May 13, 2021, Harris County Community Services Department (HCCSD) received the FY2020 CoC Grant Award Letter for the CoC Northline renewal project. The anticipated program grant term will begin on December 1, 2021 and end on November 30, 2022. The Continuum of Care Program funds are used to provide rental assistance to homeless persons with serious mental illness, chronic problems with alcohol or drugs, or HIV/AIDS. The goal is to lead homeless persons toward economic self-sufficiency and independence. In addition, this program provides funds for eligible homeless persons with severe disabilities.

 

HCCSD requests approval for Harris County to enter into an agreement with HUD to renew the CoC Northline project for the purpose of providing a safe living environment through 78 scattered-site permanent supportive housing units for homeless men and women throughout Harris County.

 

Fiscal Impact:

FY2020 CoC Program funds will increase funding availability for Harris County to continue to provide tenant-based rental assistance for homeless disabled men and women throughout Harris County.

There are no alternatives as Harris County Community Services Department has no other funding source

that allows Harris County to provide scattered-site rental assistance for homeless disabled residents in the Harris County area.
