Background and Discussion:
TLIP, founded by then Senator Rodney Ellis, was created in 1990 to provide real world experience to young civic-minded students. TLIP gives undergraduate and graduate students the opportunity to serve as interns in various public service roles within the Texas Legislature, state agencies, and local government. Since its inception, over 750 interns have graduated from the program. The Texas Southern University Foundation functions as the fiscal agent for funds raised for the partial support of TLIP. Donors include Southern University Law Center which donates to the Foundation in an amount proportionate to the number of Southern’s students enrolled in the Program.
Precinct One respectfully requests approval for the County to employ interns selected from TLIP through December 31, 2028, including an option (pending approval from the Harris County Attorney’s Office) for Harris County to accept payments or reimbursement from third parties, including, but not limited to, the TSU Foundation and Southern University Law Center.
Expected Impact:
Will allow the County to continue to employ interns selected from the Texas Legislative Internship Program (TLIP) through December 31, 2028, and will allow the County to accept payments or reimbursement from third parties in support of TLIP.
