Request for approval for the Tax Assessor-Collector to execute, on behalf of the county, agreements with persons and/or business entities that qualify to perform title and registration services pursuant to Texas Transportation Code Title 7, Chapter 520, Sections 520.0071 and 520.0075.

Background and Discussion:

On September 9, 2014, Harris County Commissioners Court authorized the County Tax Assessor-Collector to execute agreements relating to Texas Registration and Title Systems (RTS), on behalf of Harris County, with persons that qualify to serve as Subcontractors and Operators. The order approved use of agreements that are in a form substantially similar to the model agreements that were submitted to Commissioners Court.

There have been substantial changes to the Transportation Code, specifically the Transportation Code eliminates the use of paper plates by dealers and mandates that dealers use webDealer to complete title transfers effective July 1, 2025. Therefore, these changes require the Harris County Tax Assessor-Collector's Office to execute new agreements that align with these updates to the Transportation Code.

Transportation Code Title 7, Chapter 520, Section 520.0071 allows the County Tax Assessor-Collector, with approval of the Commissioners Court to deputize an individual or business entity to perform titling and registration services in accordance with rules adopted under Subsection (a). Additionally, the County Tax Assessor-Collector must award contracts to a deputy for the performance of registration and title services pursuant to Section 520.0075.

Expected Impact:

The Harris County Tax Assessor-Collector will execute agreements with roughly 3,500 individuals and/or business entities that qualify to perform title and registration services.

Alternative Options:

There are no alternative options. If we do not execute agreements with individuals and/or business entities to transition to webDealer, these individual and/or business entities will be unable to perform title and registration services as mandated by the Transportation Code.
