Project Description:
The Body-Worn Cameras for the Juvenile Justice Facility project aims to improve the environment for youth and staff. It will reduce the use of force by officers and assist in verifying complaints against officers.

Justification & Alternatives:
Increased Transparency: The implementation of BWCs in juvenile facilities holds the promise of significantly enhancing transparency in interactions between staff and youth. These devices offer an objective audio and visual record of events as they unfold.
Increased Accountability: Beyond transparency, BWCs offer a mechanism for increased accountability for both staff and youth within juvenile facilities. The awareness of being recorded can serve as a deterrent against unprofessional, illegal, and inappropriate behaviors. BWCs can discourage misconduct and decrease the likelihood of frivolous grievances, providing an objective record that can be used to investigate incidents more effectively.
There does not appear to be any attractive alternative that is more feasible than the requested funding of the plan elements listed above. The elements requested are vital to the servicing of the youth in facilities. If the County does not fund the project, then those elements not addressed will continue to deteriorate. This will also result in a greater need in the future and result in an even larger Capital Improvement Plan request.
