Background and Discussion:

In March 2023, the ARPA Steering Committee approved proposals to administer individualized, pre- and post-release programming to inmates at the Women Empowerment Center (formally Little Baker Jail). In April 2023 Commissioner’s Court awarded funding to the former Office of Justice and Safety (now OCA) to fund third-party consulting services to support program development at the WEC. The recommendations from the consultant will inform the use of funds to implement mini-grants supporting the WEC to ensure programs offered are designed to build on the strengths of WEC and provide women with research and evidence-based supports promoting their safety, wellbeing, and successful reentry, while strengthening families and communities.

Expected Impact:

Approval of the funding would expand and ensure successful implementation of gender-responsive programming and provision of reentry services at the Women’s Empowerment Center.

Alternative Options: Operations would continue as is.
