Request by the Constable of Precinct 1 for approval to use surplus labor budget funds to pay deputies and communication officers for overtime worked to temporarily fill district and contract vacancies as well as dispatch caused by an open position, paid parental leave, extended FMLA leave, or military leave, and the overtime units will, on an as-needed basis, target any areas that see a sudden rise in reported crimes.

Background and Discussion:

Current Harris County Personnel Policies and Procedures states compensatory time is earned for hours worked over 40.  HRRM has stated Commissioners Court approval is required for Constable agencies to pay for overtime hours in lieu of compensatory time.  Due to a very competitive market among law enforcement agencies and extended absences, this department is faced with the challenge of filling open positions.  This department will work closely with OMB personnel to ensure the labor budget is not exceeded.  This item was just approved in Commissioners Court on January 9, 2024, for Harris County Constable Precinct 5, and we would like to do the same.

Expected Impact:

It is expected that allowing deputies and communication officers to work overtime for pay will allow the agency to temporarily fill vacant and extended leave positions, which will increase police visibility and reduce crime.
