Background and Discussion:
The Network of Behavioral Health Providers (NBHP) was awarded funding through the American Rescue Plan Act (ARPA) to implement the Behavioral Health Workforce Recruitment, Education, and Development Initiative. The goal of NBHP’s Behavioral Health Workforce program is to strengthen the behavioral health pipeline by:
• Expanding educational and experiential learning opportunities for high school and early college students.
• Increasing access to internships and scholarships for post-secondary students pursuing careers in behavioral health.
• Supporting individuals with lived experience in obtaining behavioral health certification or licensure.
• Enhancing recruitment and retention efforts for licensed behavioral health professionals and extenders.
This initiative is designed to build a more robust, diverse, and sustainable behavioral health workforce to meet the growing needs of the community. A significant component of this project involves collaboration with subrecipient organizations, for which NBHP is responsible for overseeing the selection, implementation, administration, and monitoring processes.
Expected Impact:
The current amendment will provide NBHP with the necessary time to complete monitoring and payment activities associated with subrecipient deliverables that have already been fulfilled. Simultaneously, it will allow NBHP to continue advancing key programmatic efforts, including the expansion of educational learning opportunities and scholarship support under the Behavioral Health Workforce initiative.
Alternative Options:
Commissioners Court could opt not to approve the proposed amendment. However, this may result in delays in finalizing subrecipient obligations and processing outstanding payments, affecting both NBHP and Harris County.
