Title

Request that the County Judge execute an amendment to an agreement with Resalire Infrastructure Solutions LLC in the additional amount of $250,000 for additional professional engineering/architectural services to provide a feasibility study and site plan of Winfield Basin in the Greens Bayou Watershed for the Flood Control District for the extended period of October 29, 2026 - October 29, 2027 (240416), MWBE Contracted Goal: 18.86%.

Background and Discussion:

The Harris County Flood Control District owns approximately 1,000 acres of land (Winfield site) intended to be partly developed into multiple stormwater detention basins while some portions of the property may be dedicated in the future to other uses to benefit the surrounding communities. The site has a basin ID P500-13-00 and it is preliminarily named Winfield Stormwater Detention Basin. Project purpose is to formalize a master plan that meets multiple community needs, including the primary focus of stormwater detention for beneficial flood risk reduction, while also coordinating with area stakeholders to identify other beneficial uses that may be housed on the property. The original contract schedule was assigned incorrectly and is not sufficient to complete the project as originally scoped and additional funding is needed for additional analysis and to allow consideration of additional alternatives related to multi-use opportunities.

Expected Impact:

The intent of the project is to refine the preliminary site plan (P500-13-00-00-P001) through coordination with key area stakeholders so that it addresses connectivity and infrastructure challenges while balancing the needs for stormwater detention volume, the community development area, and the environmental preserve area as already defined within the preliminary site plan. This will be supported by utilization of existing available data (environmental, geotechnical, SUE, survey, etc.). Furthermore, the intent is to define the stormwater detention basin portion of the project through development of a 10-20% schematic and produce estimates of project cost along with providing a phasing plan for the stormwater detention basin. The understanding of beneficial stormwater detention basin volume that can be achieved on the portion of the site intended to be used for detention will inform the actions taken by the Upper Greens Bayou CDBG study team and may potentially inform the decisions for the Greens Bayou mid-reach project.

Alternative Options:

The alternative to approving this item would be to discontinue evaluations or reduce the scope of work before completion of the project for the proposed use of this existing property, which would result in delaying potential flood mitigation in this part of the watershed and deferring benefits for the District’s ownership of this property.
