Background and Discussion:

On September 18, 2025, Harris County Commissioners Court approved the Agreements between Harris County for the following projects:

1.                     SEARCH Homeless Services for SEARCH Permanent Supportive Housing (PSH) Case Management - $489,625.00 PY2025 CDBG funds.

2.                     SEARCH Homeless Services for Housing Stability Case Management - $221,160 PY2025 CDBG funds.

3.                     The Salvation Army for Jones Family Residence - Emergency Shelter - $105,244 PY2025 ESG funds.

 

On March 19, 2026, Harris County Commissioners Court approved a first amendment between Harris County and SEARCH Homeless Services for Housing Stability Case Management to increase the Budget by $60,000 in PY2025 CDBG funds, update the Scope of Services and Federal Award Identification Table.   The CDBG allocation for the project increased to $281,160.00 in PY2025 CDBG funds.

On March 19, 2026, and June 25, 2026, Harris County Commissioners Court approved a first and second amendment for The Salvation Army for Jones Family Residence - Emergency Shelter to update the Scope of Services and the Budget, add the PY2024 ESG grant number, and replace a total of $57,207.75 in PY2025 ESG funds with the same amount in PY2024 ESG funds.  The project budget total remained $105,244 ($57,207.75 in PY2024 and $48,036.25 in PY2025 ESG funds).

 

The amendments will accomplish the following:

1.                     SEARCH Homeless Services for SEARCH Permanent Supportive Housing (PSH) Case Management - decrease PY2025 CDBG funds by $18,000, update the Scope of Services, the Budget, and Federal Award Identification Table.  The total PY2025 CDBG allocation will now decrease to $471,625.00.

2.                     SEARCH Homeless Services for Housing Stability Case Management - increase the PY2025 CDBG funds by $18,000, update the Scope of Services, the Budget, and the Federal Award Identification Table.  The PY2025 CDBG allocation will now increase to $299,160.00.

3.                     The Salvation Army for Jones Family Residence - Emergency Shelter - update the Scope of Services and the Budget to align with actual services provided and associated costs. The project budget will remain at $105,244 ($57,207.75 in PY2024 and $48,036.25 in PY2025 ESG Funds).

 

Expected Impact:

There is no additional fiscal impact to the County. The $18,000 decrease consists of PY2025 CDBG funds anticipated to remain unexpended, which will be reallocated to an existing CDBG-funded project that requires additional funding.

 

Alternative Options:

If the amendments are not approved, homeless persons will not benefit from the project activities.
