Background and Discussion:

Projections of Harris County available General Funds suggest that, in most scenarios, unless action is taken, spending will exceed available resources within the next 5 years. Harris County’s financial outlook presented by Harris County’s Office of Management and Budget identifies potential cost and revenue levers that would alleviate projected headwinds. Six priority areas were shared with Commissioner Court June 2024 and were voted unanimously in favor to move towards detailed planning & implementation.

One such opportunity identified during this work was the ability to optimize IT asset lifecycle management. Harris County Universal Services has initiated an Asset Management Program that would have as a goal to optimize IT spend across different assets including Computers, Software licenses, Telecom and other. The first Pilot has been identified as a move to standardizing laptops and computer assets. The second pilot has been agreed to focus on Software Licenses with specific focus on Microsoft Office 365 demand management. Standardizing Computer, Software, Telecom aligns directly with the approved path towards standardizing and ensuring endpoint security for Harris County technology.

Expected Impact:

In terms of potential value capture from deploying an Asset Management Program, from initial studies conducted by OMB via the 5-Year Financial Plan work it was identified that:

•                     Cost Savings

o                     Computer standardization could unlock a value via cost savings of over $3M

o                     Managing usage of Microsoft Software License for Office 365 alone a value of $4M; with potential to reach up to $7M if we believe similar inefficiencies exist in other Software purchases beyond O365.

•                     Cybersecurity

o                     Standardization of end point security as directed by Commissioners Court on August 6, 2024
