Background and Discussion:

In October 2023, the Office of County Administration accepted the U.S Department of Energy’s (DOE) Energy Efficiency and Conservation Block Grant (EECBG), which is a formula grant designed to assist states, local governments, and Tribes in implementing strategies to reduce energy use, cut carbon emissions, and improve energy efficiency. Following the DOE’s Blueprint for Energy Planning, the University of Houston’s Hines College of Architecture + Design will provide plan development support for the Climate Justice Plan, including refining visions and goals and drafting the final document.

Expected Impact:

This will help deliver the final the Climate Justice Plan in the Spring 2025. This also demonstrates progress on the County’s Strategic Plan objective of “equitably reducing the health, economic, and other impacts of climate change and disasters” under Goal 5.

Alternative Options:

To not approve the interlocal agreement and delay the County’s ability to meet grant deliverables.
