Background and Discussion:

On March 22, 2022, Commissioners Court provided preliminary approval of contract awards subject to final approval from Commissioners court upon the development of scopes of services with the following vendors: American Institutes for Research in the Behavioral Sciences; Berkeley Research Group, LLC; Civis Analytics, Inc.; Elite Research, LLC; Ernst & Young, LLP; Guidehouse Inc.; January Advisors; KPMG LLP; Luminosity, Inc.; PFM Group Consulting LLC; Protiviti, Inc.; Raftelis Financial Consultants, Inc.; Rite Software Solutions & Services LLC; RSM US LLP; William Marsh Rice University; and The Boston Consulting Group, Inc. for applied research and data analysis, strategic planning and management strategies, and other services for Harris County as needed for the period of March 22, 2022 - March 31, 2023 with four one -year renewal options, and the County reserves the right to negotiate with other offerors if unable to agree to executable contracts. Job No. 210317 resulted in a vendor pool multi- award resulting from the RFP process, subsequently, subprojects have successfully resulted from the project award, and all have been presented and approved by Court.

Expected Impact:

Renewal of this slate of qualified firms, that can provide consulting services on an as-needed basis, will continue streamline project processes and shorten project delivery timelines. There is no fiscal impact for this item at this time as the firms will continue to be engaged and paid after being selected for specific projects in the future.

Alternative Options:

Court could choose to continue current processes without the use of this vendor pool, which sometimes experience delays due to timelines imposed by individual RFPs.
