title

Request by the Flood Control District for approval of a grant agreement with Texas Water Development Board, in the amount of $22,500,000, to fund repairs needed due to erosion and sediment deposits along the entire reach of main-stem Cypress Creek adjacent to the Kickerillo-Mischer Preserve (Cypress Creek Watershed, Project ID K100-00-00-X096, Agreement No. 2026-110, Precinct 3).

Background and Discussion:

This Agreement will provide repair due to erosion and sediment deposits along the entire reach of main-stem Cypress Creek adjacent to the Kickerillo-Mischer Preserve. The erosion and sediment deposits were observed in 2017 and were significantly exacerbated by Hurricane Harvey. There is a need to repair 14 erosion damage sites and remove approximately 66,000 cubic yards of sediment deposited along the entire reach of main-stem Cypress Creek adjacent to the Kickerillo-Mischer Preserve.

Expected Impact:

This agreement will provide repair of 14 erosion damage sites and removal of approximately 66,000 cubic yards of sediment deposited along the entire reach of main-stem Cypress Creek (K100-00-00) adjacent to the Kickerillo-Mischer Preserve. The repairs will re-establish the channel side slopes, and include a two-stage, engineered armoring system to safeguard against erosion. The removal of sediment deposits and repair of erosion damage will reduce flood risk in the Kickerillo-Mischer Preserve and the surrounding community by restoring approximately 5,700 feet of Cypress Creek.

Alternative Options:

The alternative to approving this item would be to not accept the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.

County Strategic Plan Objective: H: Improve the condition and resilience of County transportation, flood control, and other infrastructure.
