Background and Discussion:

Vision Zero is an international initiative to eliminate traffic related fatalities and serious injuries. Harris County Commissioners Court adopted Vision Zero Resolution in August 2020 to end traffic related fatalities and serious injuries by 2030. The Vision Zero Action Plan was approved by Commissioners Court in September 2022 including a High Injury Network (HIN) using crash data from 2014 to 2018. On August 7, 2025, Commissioners Court approved an Implementation Plan to update crash data from 2019 to 2024, HIN, Vision Zero Action Plan, and Geometric Design Guidelines. The following description provides a brief update on Vision Zero efforts:

The Office of The County Engineer (OCE) in collaboration with Vision Zero Steering Committee developed the methodology for revising the HIN using crash data from 2019 to 2024. The attached summary report provides updated crash data, HIN, and contributing factors for fatalities and serious injuries.

Harris County Commissioners Court allocated $50 million for Vision Zero projects through 2022 Infrastructure Bond. Additionally, Mobility funds of approximately $20 million per year were allocated during past years towards the OCE’s Traffic program, to fund traffic studies and traffic signal construction and maintenance. Since 2022, $226 million of federal, state, and regional grant funds were awarded to implement transportation safety improvements.

Several infrastructure projects are under design and construction to further traffic safety. Traffic Calming policy was adopted in 2023 to reduce speeds on county roadways. A policy review of roadway design standards and the updates to the Vision Zero Action Plan and Geometric Design Guidelines are anticipated to be completed by September 2026. The OCE will develop a safety outreach campaign to provide traffic safety education to county residents.  The OCE will coordinate with the Sheriff and Constable’s Offices on enforcement efforts on High Injury Network. A Safe Routes to School Plan is underway to plan for multimodal connections to 32 schools on the HIN in the county.  In partnership with the Vision Zero Steering Committee and regional stakeholders, OCE will continue to implement 6E’s of Vision Zero strategies (engineering, education, encouragement, enforcement, evaluation, and equity) to improve traffic safety for all modes in the county.

Expected Impact:

The Vision Zero Action Plan recommends safety improvements to High-Risk corridors to eliminate fatal and serious crashes.  Implementing Vision Zero improvements through a comprehensive and systematic approach can drastically reduce these crashes, making Harris County safer for all modes of travel.

Alternative Options:

Failure to update crash data will result in usage of older data on decisions to develop safety projects.
