Background and Discussion:

The Flood Control District has an ongoing Urban Flood Risk Study, which will implement recommendations developed in the ongoing Urban Flood Risk Pilot Study to evaluate and communicate the risk of urban flooding in Harris County neighborhoods. Urban flooding is often induced by short-duration, high-intensity rainfall events.  These efforts seek to help define the risk of urban flooding as it exists today.

The Flood Control District proposed to complement the efforts of the Urban Flood Risk Study with an investigation into how climate change is likely to change the frequency and severity of these events over time, develop products which may be used with the models developed in the Urban Flood Risk Study to evaluate the impacts of those changes, and to conduct an investigation of special challenges socially vulnerable populations might face, either as a direct or indirect as a result of any increased risk. Our revised scope will investigate trends in local, short-duration high intensity rainfall events without consideration of climate change factors, and without an investigation of impacts to socially vulnerable populations. We were awarded $90,000 in federal funding for this effort with no required local match.

Expected Impact:

Our investigation will no longer consider climate change factors or impacts to socially vulnerable populations.

Alternative Options:

The alternative would be to choose not to comply with the request for revision and risk losing grant funding.
