Request by the Office of the Purchasing Agent that the County Judge execute an amendment to an agreement with The RAND Corporation dba The RAND Policy Research Corporation to update the budget in the Best and Final Offer (Exhibit B) and the Scope of Work (Exhibit C) for monitoring and evaluation of the short-and-long term casual impacts of programs and interventions to be funded by the Harris County Early Childhood Impact Fund for the extended period of February 21, 2026 - September 30, 2026, with no increase in the total contract amount (200333).

Background and Discussion:
The Early Childhood Impact Fund was established to provide competitive funding to research-driven programs with the potential to dramatically improve early childhood outcomes for vulnerable Harris County families.
RAND Corporation was selected via a competitive process to provide program evaluation of initiatives within the Early Childhood Impact Fund. Over three years, RAND will assess program impact, provide technical assistance, and develop recommendations for improvement. Program results will then be published and shared with the US Treasury, other jurisdictions, and the local community.
Expected Impact:
The renewal will allow RAND Corporation to complete the evaluation of Early Childhood Impact Fund programs and present all results and outcomes to Harris County stakeholders and leadership.
Alternative Options:
Commissioners Court forgo this renewal, resulting in partial completion of the evaluation.
