Background and Discussion:

The project area is approximately 105 acres in Southwestern Harris County within Precinct 2 inside the City of Friendswood limits at Clear Creek Watershed. HCFCD and Harris County have free ownership or easement of all 105 acres of the project site area. This project is the partnership project between the City of Friendswood, Galveston County, Galveston Consolidated Drainage District and Harris County Flood Control District. The overall objective of this project is to reduce the overall peak flows and decrease the water surface elevation along Clear Creek Channel (A100-00-00). Three alternatives were evaluated during the PER phase and alternative 2 is selected as a recommended alternative. Alternative 2 is a dry bottom basin with a total area of 70 acres that avoids the jurisdictional wetlands and eligible National Register of Historic Place Site. It provides total 710 acre-feet of storage volume.

Expected Impact: Benefits for alternative 2 include removing 87 structures from the floodplain, 97 acres from the inundation area and 0.7 miles of inundated roadway for the 100-year storm event.

Alternative Options: The alternative should the design not be approved is the Flood Control District will not be able to proceed with design and construction of the project and flood risk will remain the same.
